绝对不会删除系统文件。

del /f /s /q "%userprofile%\Local Settings\Temporary Internet Files\*.*"
代码无问题，估计你是win7的系统，win7的临时文件夹路径已经改变如下：
C:\Users\helloworld\AppData\Local\Microsoft\Windows\Temporary Internet Files

rem %userprofile%=C:\Users\helloworld
rem 你根据路径做相应更改即可。

这些命令多了一个符号 "
